Tender evaluation through efficiency analysis for public construction contracts

Stefan NIEWERTH, Peter VOGT, Markus THEWES

Frontiers of Engineering Management 2022, Volume 9, Issue 1,   Pages 148-158 doi: 10.1007/s42524-020-0119-z

Abstract: Given the European Public Procurement Directive 2014/24/EU, policymakers have ordered the inclusion of various criteria, such as the price, life-cycle costs, environmental, and social aspects, in the evaluation of tenders for public construction projects. Consequently, the relevance of non-monetary award criteria has gained significant value. However, the established evaluation formulas, which are used to obtain the best value for money procurement, have resulted in legal disputes. The existing evaluation formulas exhibit mathematical weaknesses, wherein scoring indices do not express economic efficiency adequately. Thus, a conflict is observed between the political requirement of non-monetary award criteria and their evaluation by contracting authorities. To overcome such dilemma, an extensive literature review is conducted. Specifically, this study explores the essential problems of existing evaluation formulas and develops a more reliable method. The technique from the field of efficiency analysis, i.e., Data Envelopment Analysis (DEA), is adopted in this study. For contract awarding, the DEA is extended by introducing a decision theoretical framework. For public procurement, the proposed method combines two advantages. First, the proposed method ensures the derivation of a robust tender ranking given that with respect to clients’ preferences, irrelevant and insufficiently tailored tenders do not influence the scoring. Second, the proposed method supports the intention of policy makers to promote public goals, such as sustainable aspects. By disclosing the strengths and weaknesses of bidders with respect to their competitors, all bidders can obtain a precise overview of their performance regarding the award criteria. In sum, the proposed method allows a targeted improvement of certain criteria values in future tenders and consequently leads to an enhancement of public goals.

Frontiers of Chemical Science and Engineering 2015, Volume 9, Issue 1,   Pages 105-113 doi: 10.1007/s11705-015-1502-x

Abstract: The phase behavior of twelve synthesized -sitosteryl fatty acid esters with acyl moieties with different chain lengths (C2:0-C18:0) and different degrees of unsaturation (C18:1-C18:3) were investigated in pure and mixed Langmuir monolayers with phospholipids. The surface-pressure isotherms showed that short chain -sitosteryl fatty acid esters gave smaller mean molecular areas and had decreased monolayer stability and the long chain steryl esters did not produce collapsed plateaus. All the steryl esters displayed strong condensing effects, but there was a pronounced structural dependency: medium chain esters (C8 and C10) were less efficient than short and long chain esters. Atomic force microscopy imaging demonstrated that monolayers mixed with dipalmitoyl phosphatidylcholine (DPPC) displayed both DPPC-rich and steryl lipid-rich domains. However, the height and area differences between the two phases and the roughness and morphologic patterns were very dependent on the steryl lipid concentrations as well as the length, the degree of unsaturation and the molecular conformations of the acyl segments. These findings not only provide a better understanding of the interactions between phytosteryl hydrophobic derivatives and biomembranes, but also may be of general use for the design and engineering of phytosterol structural derivations for specific food and pharmaceutical applications.

Rethinking the tendering frameworks of construction contractors in the context of a soft systems methodology approach

Stephen URQUHART, Andrew WHYTE

Frontiers of Engineering Management 2018, Volume 5, Issue 3,   Pages 369-380 doi: 10.15302/J-FEM-2018019

Abstract:

Limited research has been conducted on the internal tendering procedures (ITP) of construction contractors because of the commercially sensitive and confidential nature of the subject matter. This limitation explains the reluctance of contractors to undergo interviews. Existing research (outside bid/no-bid and margin decision factor identification and subsequent decision modeling development) only begins to provide insights into key tendering stages, particularly around risk assessments and corporate review processes. Early research suggested one to three review stages. However, when considering the whole work procurement process from prospect identification to contract execution, five to seven series of reviews can be arguably applied by some contractors, wherein some reviews stepped through several layers of internal senior management. Tendering processes were presented as flowchart models that traditionally follow “hard” system (rectangular shapes and straight line arrows) steps, which suggest that a precise process also leads to precise results. However, given that contractors do not win every tender they submit, the process is less precise than that suggested in rigidly structured flowcharts. Twenty-five detailed semi-structured interviews were held with purposely selected high-profile publicly and privately owned construction companies in Australia with significantly varied turnovers. Analyses show that contractors are concerned about the negative effects of increasing corporate governance demands, with many stating that people involved are the most critical element to tendering success. A new way of presenting the ITP of contractors is assessed using a soft systems methodology (SSM) approach. SSM offers an alternative way of considering human interaction challenges within the ITP of contractors, which needs to be tested with the industry. The format graphics of SSM guidelines are presented as a way of offering contractors a different approach, which may assist individuals who are looking to re-structure their tendering activities in a more humanistic and less rigid procedural approach.

Flexibility analysis and evaluation for joint venture of construction project contractors

Zhao Zhenyu,Yin Yin

Strategic Study of CAE 2008, Volume 10, Issue 9,   Pages 84-87

Abstract:

The environmental turbulence evaluation index and flexibility evaluation index of joint venture (JV) were discussed, and corresponding evaluation method was proposed. The flexibility analysis can determine whether the various flexibility status of JV adapts to the competition environment and the internal and external factors. The results can assist to provide advice for the strategies and measures selection and adjust the JV's flexibility, and improve the competitiveness and management level of JV.

Stress-strain relationship of concrete in freeze-thaw environment

ZOU Chaoying, ZHAO Juan, LIANG Feng

Frontiers of Structural and Civil Engineering 2008, Volume 2, Issue 2,   Pages 184-188 doi: 10.1007/s11709-008-0029-3

Abstract: Adopting the ASTM C666 quick freeze-thaw method, freeze-thaw tests with the number of freeze-thaw cycles being 0, 100, 150, 200, 250, and 300, were carried out on eighteen concrete prism specimens, the frost-resistant level of which, reaches D300 grade. The internal micro-structures of these specimens were observed by means of scanning electron microscopy (SEM) in order to detect damages caused by the freeze-thaw action. Afterwards these frozen-thawed specimens were tested on monotonic axial load; stress-strain testing curves after the freeze-thaw action were obtained. The testing results show that with the increasing time of freeze-thaw cycles, both the internal micro-structures and the basic mechanical parameters, including the ultimate bearing capacity, the Poisson ratio and the modulus of elasticity, degenerate in various degrees. Finally, stress-strain theoretical curvilinear equations and correlated parameters relating to the loss of relative dynamic modulus of elasticity were proposed. These results provide great reference for further research on the behavior and the calculation model of concrete structures in a freeze-thaw environment.
